This week my daughter turned 4. She has now
come of age as a child and begun to master her world. She has friends, play
dates and a network to solve problems she faces each day. Her short term future
is clear and apart from a small chest infection she is really happy with life.
Her brain is in the process of making new discoveries and connections each day
and according to research she has already learnt half the things she will learn
in her entire life.

effect in October this year. This act spells out all the rules of engagement in
